As the city of Chicago gears up for its next term, it’s planning to make some big changes. The Mayor has proposed a budget that includes more than $500 million in new spending, which will be used to fund various initiatives including the expansion of free Wi-Fi across the city.
The charlotte 2040 comprehensive plan is a document that was created by the city council of Charlotte, North Carolina. It documents their plans for the future and includes ideas on how to improve the city.
The El Camino Real Corridor is being discussed by the City Council.
ATASCADERO — The Atascadero City Council convened at 6 p.m. on Tuesday, Oct. 12, for their regularly scheduled meeting after a closed session with no business to discuss. The agenda was accepted with a 5-0 vote, and then presentations began.
Mayor Heather Moreno delivered a proclamation declaring September 15 to October 15 as National Hispanic Heritage Month, while Councilmember Mark Dariz read a proclamation declaring October 3 to 9 as Fire Prevention Week.
On behalf of the Atascadero Fire Department, Chief Casey Bryson and Battalion Chief David Van Son addressed and thanked council members.

The Consent Calendar was passed 5-0, and the meeting proceeded on to Rachelle Rickard, Atascadero City Manager’s, reports.
Saturday, Oct. 23, 2021, is Lake Perimeter Clean-Up Day. Volunteers should gather in front of the pavilion at 8:30 a.m. to register. Help clear away undesirable bushes along the route to enhance the viewshed by bringing gloves, loppers, a cap, and water. There will be coffee and doughnuts available.
Residential waste collection will be held at the Atascadero Chicago Grade Landfill from Saturday, Oct. 23 to Saturday, Oct. 30 from 7:30 a.m. to 3:00 p.m. Residents of Atascadero may dispose of excess household trash for free. This year’s Halloween events in town have been announced by City Manager Rickard.
Every night from 7:00 p.m. to approximately 10:00 p.m. for the remainder of October, Mark Russo Sr. is putting on a Spooktacular Haunted House including a “Lights, Sights, and Frights Show” at 7720 Cortez Ave.
At 5805 El Camino Real, The Haunt will host a haunted home with “18 Rooms of not-so-pleasant fairy tales, folklore, and nursery rhymes portrayed in the worst conceivable manner.” Visit thehauntinatascadero.com to purchase tickets.
The Charles Paddock Zoo will hold its Zoo Boo event on Saturday, Oct. 23 from 5:00-8:30 p.m. “Come join us for carnival games, Halloween activities, a haunted house, and tricks and treats at the zoo!” Put your finest costume on and invite the entire family to the zoo for a not-too-scary night!”
On Halloween, Oct. 31, from 3:00-6:00 p.m., Downtown Trick or Treat will take place on Entrada Ave. for a safe, family-friendly event. The event is free to attend and will include candy giveaways from local companies, a hay labyrinth, food and drinks from local restaurants, costume competitions for all ages, a pet costume contest, a bouncy house, and more!
San Marcos Rd. from San Gabriel to Portola Rd. and San Gabriel Rd. from HWY 41 to San Marcos Rd. are two road rehabilitation projects under ongoing. During construction, at least one lane will be available to traffic. Delays of up to 15 minutes are possible. Residents will be able to return to their houses, and Bonita Rd. will be reopened to enable access to San Marcos Rd. and the neighboring areas. If feasible, use alternative routes and drive cautiously. By the end of October, this road improvement should be finished.
The Central Coast Brewers Guild will hold the 3rd Annual Central Coast Craft Beer Festival at Sunken Gardens on October 23 from 12:00-4:00 p.m. The festival will include live music from local reggae band Resination, The Voice semi-finalist Will Breman, and DJ Hecktik, as well as 50+ craft brewers from Monterey to Ventura counties. There will be a variety of food trucks and excellent merchants on-site, as well as various admission levels, including VIP and Designated Driver choices. The Community Forum was opened and closed without anybody from the public speaking.
Director of Community Development Phil Dunsmore gave a single management report, describing The El Camino Plan as “the outcome of an 18-month study of the potential to restructure and improve the El Camino Real corridor to better serve and support the people and businesses of Atascadero.”
The project’s objectives are to:
- Examine the commercial regions
- Determine the market’s potential.
- Determine if there are any potential niches or business nodes.
- Make suggestions for land use and development.
- Describe your strategy and financing sources.
- Describe the function and possibilities of Atascadero as a commercial destination.
The El Camino Plan focuses on the whole El Camino Real Corridor, dividing it into three sections: the North End, Downtown, and the South End. The following topics sparked popular attention as a result of community engagement efforts:
- Vitality and the Economy
- Character and Setting
- Mobility Alternatives
- Future Development Quality
- Downtown as a Stronghold
The document, which was completed in March 2020, includes concepts and suggestions for future development standards, ideas for land use and zoning along the corridor to improve both economic development and housing opportunities, and potential improvements within the right-of-way to improve bicycle and pedestrian safety and mobility.
The following economic strategies arose from this plan:
- Encourage infill development and the repurposing of underused land
- For vitality at important nodes, we’re focusing on placemaking and commercial consolidation.
- Business parks and employment hubs are targeted for the Commercial Park Zone.
- Public realm investment to create a pedestrian-friendly and visually attractive environment
- Prioritizing potential development sites and establishing criteria and regulations for a more efficient development process
- To guarantee compatibility, current zoning districts are being modified to accommodate new uses.
- Encourage parcel consolidation so that master-planned development areas may be created.
- Ensure that activities along the corridor that damage the visual and economic environment are subject to code enforcement.
“This plan provides a basis for future city action,” Dunsmore stated, emphasizing that the El Camino Plan is more of a reference, a source of inspiration, and a “cook book for the future” than a policy book.

Following the debate, Mayor Moreno opened Public Comment, and caller Geoff Auslen voiced his worries about the idea of encouraging specific companies to relocate downtown, as well as the need to examine trends occurring out of state that may be heading this way. He praised the Council for doing an excellent job tonight and for addressing the most of his issues throughout the meeting.
At about 8:06 p.m., the meeting was adjourned, and the next City Council meeting is set for Oct. 26 at 6:00 p.m.
