Deceit is a third-party Kodi addon and such addons require special permission before installation. You should have the Unknown Sources setting enabled. If you are not sure, follow these steps and enable it:
Allow Unknown Sources
1- Run the Kodi application on your device. Click Settings by opening the cog icon
2- We will now go to System
3- This is the next window. There are some options on the left. Let’s click Add-ons
